Idaho Transportation Investment Program (ITIP) is annually updated and provides for a fiscally sound, capital improvement plan for the state's transportation program.
The STIP provides an integrated process for transportation planning and transportation project selection. Strategic and performance goals for pavement, bridge, congestion and safety guide project placement in the STIP.

Each metropolitan planning organization (MPO) must decide which projects to include in their respective Transportation Improvement Program (TIP) for inclusion in the State Transportation Improvement Program (STIP). These decisions are based on a variety of factors, including future travel demand, project life cycle costs, land use changes, economic growth, and environmental impacts.
MPOs and ITD must also be able to track these projects as they pass through various stages toward actual construction, with such stages including facility planning, engineering, and design; right-of-way acquisition; advertising; bid review; construction scheduling; and related phases of work. These stages typically occur over several years, and projects may be modified as they pass through each stage.
In addition, MPOs and ITD are required under Federal transportation planning regulations (SAFETEA-LU) to ensure increased participation by local officials and citizens in the transportation planning and decision making processes. All of these duties and functions requires the MPOs and ITD to use increasingly sophisticated data management, decision support, and information dissemination techniques. To do this, transportation officials need an information management system that is easy to use, can store and manipulate large amounts of data, and can present these data to decision makers and the public in a coherent and timely manner.

BTPO MTIP...
The Transportation Improvement Program (TIP) is a listing of all federally funded transportation projects within the Bannock Transportation Planning Organization (BTPO) planning area. The TIP provides a prioritized four year listing of projects planned for the BTPO area. In addition, the TIP includes two additional years for planning purposes. Fiscal year 2015 is a planning year for projects which have been developed to the point they are ready to move into the TIP in the following year. The other planning year, Preliminary Development (PD), is for projects as they start the project development process. Projects in this category can remain in PD for several years depending upon the complexity of the project. PD allows for early identification, design, and public notification of highway projects. The TIP includes all modes of surface transportation.
Bannock Transportation Planning Organization is the Governor designated Metropolitan Planning Organization (MPO) for the Pocatello Urbanized Area as defined by the United States Department of the Census. As an MPO, BTPO is required by federal regulation to develop a Transportation Improvement Program (TIP), for inclusion in the State Transportation Improvement Program (STIP).
The TIP is a four-year prioritized listing of all federally funded transportation projects planned to be built within the MPO boundaries. The TIP is also an implementation tool of the Long Range Transportation Program (LRTP), therefore all local projects listed must either come from the LRTP or be found to be consistent with the LRTP.
Projects listed within this TIP generally take three to six years from the beginning of the planning process to year of construction. For convenience, the projects are organized by Idaho Transportation Department Key Numbers. The first year 2011 has the proposed funding category. Fiscal years 2012 – 2014, list projects the proposed funding category. The last year (2015) and Preliminary Development (PD) are included for planning purposes.
Projects have different funding categories, but all are funded with Department of Transportation funds. The different Federal Highway Administration (FHWA) funding categories are Congestion Mitigation/Air Quality (CMAQ), Enhancement, Surface Transportation Program (State and Urban), Interstate Maintenance, and High Priority. The Federal Transit Administration (FTA) funding categories are Section 5303 Planning and Section 5307 Urbanized Area Formula Program. State funded projects are also listed for informational purposes.

The TIP includes three categories of projects which are: Individual, Grouped, and Transit. Individual projects are those which require additional environmental evaluation or evaluation for air quality impacts. Grouped projects are simpler projects such as pavement rehabilitation, bridge repair, or bicycle projects. The list below includes the individual projects proposed for FY 2012 -2016 and Preliminary Development which is a project development year.
