Long Range Transportation Plan

Long Range Transportation Planning - a vision of the transportation system's future conditions, needs and opportunities guides decision-making today. Long range plans project the transportation system needs and requirements twenty or more years into the future and helps shape local and regional strategies for addressing mobility.

Through a process of intergovernmental cooperation and coordination at the state and local level, as well as citizen involvement, long range transportation planning helps bring all affected parties to the table in order to address the unique transportation needs of the area. Since the transportation system is dynamic in nature, these plans are continuously updated every four years in order to provide a comprehensive and accurate strategy for addressing the ever changing needs of the Pocatello urbanized area.

Public Open House

Bannock Transportation Planning Organization invites everyone in the community to weigh in on what traffic corridors in the Pocatello/Chubbuck areas are most in need of improvement. Community members can come by Chubbuck City Hall, Wednesday July 14, 2010 anytime between 3 and 7 pm, review the six main proposals, and vote on their favored projects.

Bannock Transportation Planning Organization is helping to allocate more than $17 Milllion in road improvement funds. Six corridor wide project packages are under consideration. Public input will be used to select the top 2 or 3 traffic corridors needing improvement first, and funds will be directed towards those projects judged most important.

These types of community input sessions are held every four years as each new funding cycle reaches the critical decision making point. Past sessions have directed funds to current projects like the improvements along Hiline Road and Hospital Way.

Project review and voting can be done in as little as 5 to 10 minutes. Any one who would like to have a say in how road dollars are spent in our community is encouraged to attend.

Components of the Regional Transportation Plan

The transportation system is always changing which makes planning the future system difficult. The circle chart below shows the general process used to update the Regional Plan. The Current Situation is used along with projected demographic information to determine what the transportation system would be like in 2035.

The diagram shows a simplified list of the components of the Regional Transportation Plan. The Current Situation, Future Conditions, and Performance Measures and Needs Identification have been completed (see below). The public open house will help with needs identification and alternative development components of the plan. The final component prioritization and project development will begin after the needs and alternatives have been identified.

Project Selection Criteria

Capacity Street Sections

  • Does not meet Level of Service criteria for segment.

Capacity Intersections (collector and above)

  • Does not meet Level of Service criteria for intersection
  • Recommended in the Un-signalized Intersection report

Other Factors Street Section (system improvement)

  • Collector and above with sections without sidewalk
  • Projects listed in studies or can show reduce congestion of other routes more economically
  • System or corridor wide strategies to increase capacity or traffic flow
  • Identified in previous studies

Other Factors Intersections or interchanges

  • Operations are out dated and do not meet current requirements
  • Needed at non-collector and above to allow gaps in traffic or improve coordination
  • Other non-capacity related problems exist; for example turn lane storage length
  • Intersection design obsolete and leads to reduced safety or congestion

Safety

  • Intersections with a crash rate of twice the local average
  • Corridors with high rates of severe injury (A)and/or fatal accidents

Bridges

  • Any bridge with sufficiency rating below 50
  • Bridges crossing collectors and arterials with spans less than required ROW for that design
  • Bridges: those over thirty-years or older and do not meet current design standards

Transit

  • Follows the Long Range Transit Plan

The Level of Service Standard map shows the approved standard for each functionally classified roadway segment.

Needs Identification

Based on the project selection criteria the needs where identified for the highway system. The bicycle, pedestrian, and transit needs were identified through mode specific planning processes. The highway needs maps shows the locations of all the identified needs for highways and bridges based on the established criteria.

Alternative Development

Based on the desire to improve the mobility of the Portneuf Valley and the results of pervious focus group meeting, a strategy to group targeted corridors into either a improve or manage category.

Improve

These roads or intersections will be evaluated to the type of capacity improvements necessary to allow the roadway to maintain Level of Service Standard D over the twenty-years of the plan. Each route is different but in most cases improvements will add additional travel or turn lanes.

Manage

These roads are at or near the design standard for their roadway classification. Adding additional through lanes is infeasible or unpractical due to existing development. For these corridors management plans plan be prepared to determine what types of improvements will be needed to preserve traffic flow and improve access for all users.
