The Draft Public Involvement Plan for the Metropolitan Transportation Plan 2040(MTP 2040) is available for public review and comment. The Bannock Transportation Planning Organization's 2040 Metropolitan Transportation Plan is a long-range transportation plan that maps out Portneuf Valley's future. Meaningful public involvement is a key component of any planning process. MTP 2040 will help shape a sustainable future for the area. It is the goal of this plan to ensure all Portneuf Valley residents, including traditionally under-represented populations, have the opportunity to be active participants in the planning process.
This public involvement plan outlines the public involvement goals and objectives for MTP 2040, as well as the strategies which will be used to fulfill the goals and objectives. It also shows general timeframes for public involvement. The exact timing of different aspects of public involvement is contingent upon the timing of the technical aspects of developing the plan.
The MTP 2040 Draft Public Involvement Plan includes a Core Values Workshop and a Portneuf Valley Futures Workshop. The Core Values Workshop will be held in Spring 2013. Citizens will be invited to engage in a discussion of what they value, appreciate and enjoy most about the Pocatello area, and how livability principles embraced by the region may ultimately be reflected in their future transportation system and land use policies. The Portneuf Valley Futures Workshop will be held in the Fall of 2013. Community members will be invited to participate in an innovative scenario planning exercise to help people visualize, analyze, and communicate about the future of their communities. 2013-2016 Transportation Improvement Program (TIP)
Bannock Transportation Planning Organization (BTPO) is seeking public comment on a proposed amendment to the federal fiscal year 2013-2016 Transportation Improvement Program (TIP). The TIP is the planning document that outlines the highway and transit projects programmed to receive federal funding in the Pocatello/Chubbuck urbanized area. The proposed amendment pertains to Transit projects in FFY 2013. The document can be opened from the link on the left.
The proposed amendment would result in the following changes to the TIP:
- Add a new project: Transit Facilities Lease $10,000
- Reduce funding in KN12168 Transit Operations from $590,000 to $500,000
- Reduce funding in KN12185 Transit Preventative Maintenance from $200,000 to $150,000
- Restore KN12182 Transit Security from $0 to $5,000
- Increase KN12183 Transit Capital from $8,000 to $133,000
The 30-day public comment period on this proposed amendment began on Monday, December 17, 2012 and has been extended until Thursday, January 17, 2013, at 5:00 PM. Written comments must be received by BTPO by the close of the comment period.
Public Involvement Process
Bannock Transportation Planning Organization (BTPO) is seeking public comment on a proposed update of their Public Involvement Plan. The Public Involvement Plan is a process, by which Bannock Transportation Planning Organization (BTPO) staff will use to ensure those individuals, agencies, and organizations affected by plans and activities of BPTO will have adequate opportunity to participate in the process. This public involvement plan outlines the public involvement goals and objectives, as well as the strategies that will be used to fulfill those goals and objectives. It contains the procedures and strategies used by BTPO to involve the public in the transportation planning process. The plan is designed to assist staff during public involvement processes. The goal of this plan is to provide the public as many opportunities to review and comment on any planning process.

The 45-day public comment period on this proposed amendment will begin Monday, December 31, 2012 and has been extended until Friday, February 15, 2013. Written comments must be received by BTPO by the close of business on the last day of the comment period.
